Okay. This is exactly your problem. Your server (sphere, RunUO, etc...) is not using the same map that your client is. Your client being the software that communicates with your server, and allows you to see all the nifty stuff on your map.
Your client and server can interfere with each other, as far as what you see, and your ability to manuever around your map. Depending on what you're doing, one takes presedence over the other.
What's happening to you is this:
You build a hill in Dragon and then compile it, and then drop it into your Ultima Online directory (the directory of your client). Next you run Ultima Online. Your server doesn't see this hill, but your client does. So when you attempt to run up this hill, your client lets you. The client knows this hill is there. But now you decide to try and teleport to the top of this hill, but teleporting is a function managed by the server, not the client, and your server does not know this hill is there. So, instead you teleport into the hill.
The answer to your problem:
You have to make your server see your new map. Depending upon what server you run, this is done different ways. The best method, would be to create a seperate directory and place all the client files your server needs access to in a seperate folder, and then point your server in it's configuration file towards this directory. Although in most cases you can point the server to your Ultima Online directory as well.
