Not sure I'm reading that right :/

If you want to erase it all, worldforge or uosir (www.uocm.de) can do that. I dunno how with worldforge, but you can nuke an area ("clean" I think it's called in it) by coordinates with uosir.

If you are using dragon to make your map, you can tell dragonsp to clear statics when it's running... that'll get rid of old stuff.

If you are asking to add statics to existing statics without wiping out what's already there, there are several programs that can do it. I dunno what emu you're using, runuo has a [command, but I dunno what it is. UOSP (www.uocm.de) can add/patch to statics. Axis (if you're using sphere) can add/patch to statics. Worldforge probably can, but I dunno how.

Download TSMC and STIC to do this. It's better then dragons map2bmp thing. Though your map has been turned into a mapfile only for the TSMC/STIC program.
