If you had done a search in the forums, you would have found them. But here they are anyway:

Note: This is the way I do it, and requires using the registry. Make sure you have a good understanding. I'm not responible for broken installs.

You basically need two installs of UO. One for "normal" use and one for playing around with building your world. Install the first version for normal (or you may already have) and go into the registry and export the 'HKEY_LOCAL_MACHINE\SOFTWARE\Origin Worlds Online' keys into a .reg file.
If you are using AoS, back up the entire UO directory to another location (preferably on CD or another HD. AoS has a nasty habit of hunting down previous installs and deleting them.) Also, backup your shortcuts to launch UO.

Install UO again (for your test server) to another location. Again, export the registry keys to another .reg file.

Copy the first install back where it belongs.

Now you can put your cutsom files (maps) into the second install without worrying about messing with the normal install.

Now whenever you want to change clients, you just need to double click the cooresponding .reg file (thus importing the right settings back into the registry) to change between the installs.

The key to remember is to make sure you know which install is which so you don't edit the wrong files.

That should get you started.

Others may have different techniques for setting this all up and I welcome others to reply with their experience.

hm, I just rename one Default UO folder, unmodified to 'OSI UO'. Then install another one, do whatever I need to do there, when i need the default unmodified UO, I rename my modified version to the shard name I am using it for ( "Ancient Legends" no less ;) ) and the "OSI UO" back to "Ultima Online 2D". Simple as that. Never had any trouble doing that, and no altering registry.
