I've looked around, but I can't seem to find an exact answer, so I figured it would be best to just ask here.

When creating a new map, does the area designated for dungeons need to be at the same point as the default UO map? Or can it be placed, say, along the entire top of the map?

As well, if that is possible, would UO still prevent you from proceeding any further than where the old dungeon area used to start?

You can put the dungeons anywhere you like, but you'll still be prevented from crossing that magic line at x5120. You can use either side of the line for anything you like, as long as the areas don't cross the line.

As a good example, look at the Darkshadows map on the screenshots page. You'll see there's dungeons all over the place, but nothing crosses that line.

Or disassemble the client, remove that limitation, and assemble it again.

Gee, I'll get right on that!

Actually, it's somewhat surprising no one has yet. Considering how much work people put into Emulators, MUL files, scripts - you'd think at least ONE person would have attempted it...

I'd rather write an entirely new client, too.

Millions upon millions of lines of cryptic ASM is not something I'd want to tackle.

Is that hardcoded into the client or is it EMU dependant? I don't really remember. Sphere follows that I know. POL last I remember you could actually wrap around the map but you were able to set the coordinate that it happened at. UOX I don't remember and RUNUO I have no idea.
