First off, Hello again everyone.. been lost in the shard building area latly, since map work is 95% done (just statics mainly to finish up) and my shard is fully open now.. anyways..

For using RunUO, no you cannot use WorldForge for freezing/melting statics. You can, however it it for map editing.
Not sure why you say that, I have been useing RunUO since the first Beta release of it. It took some time, alot of scripting, and patience, but I have been building on my RunUO shard(s) for many months now. RunUO comes with a basic Item Exporting script (wich sucks, btw) that exports the entire world items to a *.wsc file.
Although, we have made a fully functional Import and Export script with several different ways of both importing, and exporting.. these are:
1. Export x1, y1, x2, y2 (export the area by coors)
2. Export <Tile Radius> (exports the square radius area)
3. Target export (Gives you a target to target the desired area)
4. Import *here (Imports the *wsc file at the location you stand)
5. Import to location (Imports the *wsc file to the location it was exported from)
Sorry, Ryandor.. I had promised to send you this script long ago, and I have just remembered that. At any rate, it was submited to the RunUO foums as well by Allmight, the creator and my partner.
Anyways.. I have uploaded the script to my site, and made it ready in a zip file, for you all to have. If anyone is serious about building with RunUO, this is a must. It is 100% fully tested. (I use it every day, nearly)
**You MUST create a folder in the ROOT directory of RunUO folder called WSCFiles, this is where the exporter writes the *wsc files to. When you export, you need to name the Items.wsc, like.. NorthBank.wsc, Provisioner.wsc etc.. Now, you MUST name each file differently, If you make export to a file called Bank.wsc, and then export another called Bank.wsc, it WILL ERASE the first one, and replace it with the new one.**
Any further help needed, just ask.. I dont get on here much anymore, since my map making days are very limited now, and basicly completed, but I have more map work in the future planned, so I wont dissapeare
