I exported my statics to items.wsc and I followed the steps to freeze. Ive tryed freezing them several times and it says the freeze is complete, but the statics dont show up in the world (RunUO Beta 17). Anyone know what to do?

Well, your description is tough to really troubleshoot from, but a couple things come to mind.
I never use the .WSCExport command, since it exports everything in the world.
1. Are you sure that you have items in that Items.wsc file after you have exported items to it...
2. Are you sure the statics files it is freezing to, is the same set you are using in the UO folder, to log in game with.
3. when you say you tried to freeze it several times.. World Forge, once you freeze the Items.wsc file, deletes the items in that file as it freezes them. (Giving you a blank items.wsc file after it finishes the freeze) So i imagin you are using a copy each time you attempt to freeze? If not, then you are not freezing anything at all.

Well i exported an arena i made, i know exactly where it should go. After i freeze nothing changes, including the .wsc file.

This is what im doing:
I close uo and my server.
I open up wordforge. (the staidx, statics, and items.wsc files are correctly set)
I click GetStaticsIndex.
I click Freeze, with type 255.

The items in the .wsc are all type 255. There is nothing wrong with the files because i can import them with the runuo command, but they just dont work with worldforge.
