Yes, you can create a map on the Map2.mul files. Only you would need to take a different prosess. You would need to make your map you want, at the exact size of the Map2.mul, and use Dragon to create it on a Map0.mul (ad statics0/staidx0), where you would then, once complete, Use UO Copy to copy that map from the Map0, to the Map2.mul
Mapdiffs hold map chages to the map0, statics/staidx0 mul files. should you want to change somthing on your map that would only efect one faccet, you would want to use these files.
