Ok, ive read the FAQ but whne trying to convert the Ilshenar map im having a few problems. The Ilshenar map is copying but parts of the old map are still there. Also when trying to copy statics using UO copy doesnt work. It seems to be working but about 45 mins to an hour later its still copying. Hit cntrl-alt-delete or open any other window and it freezes. Any suggestions?

Also the rivers and such like that are all brownish color and are un walkable on.

What are the stats of your computer? copying the statics from the whole Ish map is a very intensive process. That may be your problem. That also accounts for the rivers being brown as the water is part of the statics.

It is possible, but not easily. You cannot edit the map (any map) with Dragon. You can only create a new map with Dragon.
You'd have to edit the Brit or Ilsh map through WorldForge.
That being said, you can add to the maps using UOCopy. Create a new map with Dragon, create the area you want (an island is easiest), then convert and then use UOCopy to copy the part to the brit map.

OK so lets say I create 2 maps one for ilsh and one to replace brit I create them with dragon and what would the steps be to replace the ilsh map in map2.mul and then replace the brit one in map0.mul correct? At the current moment do you see any issues with new maps and RunUO I will be doing the statics with POL then merge them into the statics files but the finished map will be in RunUO

As long as the map size is correct, it matters not what is in the maps themselves. You can have nothing but greenacres on both maps, and they are useable. However at this point the only way to place something in the Ilsh map is to create whatever lands you want in a map0, using the correct sizes (and leaving the rest black) then copying it into the map2 via UOCopy.

Does this make sence?

Yes the size of the ilsh map is it the same or smaller then the size of the brit map?
