Not sure exactly what your asking other than it involves POL and placing statics...
If your looking for programs and instructions on placing statics with POL you can try this link

http://www.polserver.com/modules.php?name=Forums&file=viewtopic&t=1238&highlight=statics&sid=07715ff4d4b5e49c28ba8f9eb809b3cc

Hopefully that helped answer your question.

If you mean UOSP from the Dragon website, I've just started using that tool myself. Here's a quickie guide to using it:

* Back up your items.txt from the pol data directory.
* Click Options: Fill in the file paths and uncheck both of the boxes (Save WorldFile as... and Secure Analyse). Click OK.
* Click Info; hit the Use button in the upper right corner of the window that pops up.
* Click Analyse. You should see the main window fill up with the items from your world.
* The right-most column (PATCH) is the most important in this window. You'll see that it's filled up with 'NO' all the way down. You COULD get crazy and filter out certain items, but I haven't wanted to figure the program out to that extent myself, so I go ahead and make all my items static at once. To do that, just hit the 'All' button.
* All the NOs should turn into YESs. Then, just hit PATCH and you're done.

It clears the item file as it writes the statics, hence why making a back up of it is a good idea. I've also had it leave a lone } in the items file afterwards, which will make POL crash on startup. So, after you freeze (patch) the statics, you might want to check and ensure that data/items.txt is in fact empty.

Oh! I should say, Freezer (the program mentioned in DevVip's link) works well enough, but it will not save any colors if you (like me) like to dye your statics. UOSP WILL, so I think it's the best statics freezing program for POL and certainly worthwhile learning how to use it. :)
