you dont need to make players remove them, and removing them would cause some trouble anyways.. if not with whatever client you use, with some other programs that look for them.
You can simply create some blank ones, to replace the OSI files.. What you need to do is set the TileMatrixPatch = false; on the shard load.
If you run a search here for TileMatrixPatch you will find a script I submitted just for this.
What it does is basicly stops RunUO from reading any diff files. So any connecting clients will also not have them read either.
