worldforge was designed with UOX server in mind not a UO install, the items.wsc is the file UOX stores it's world info in (like Sphere's sphereworld.scp does). To use worldforge with sphere or some other emu just create an empty items.wsc file and it'll be happy. (rename a txt file to that)

The best way that I know of, and I'm not sure of the detials, is to .export the area you want froze in sphere. This command (I think it's this one) exports the area you define into a wsc file. This file you can then freeze with WorldForge.

I think the syntax is:
.export 0 100 items.wsc
where 100 is the distance in tiles from your current position you want exported to the file items.wsc
