You were on the right track, but not quite.
items.wsc is the world save file for UOX version .70x and for UOXC
You'll need to use either of those versions to use items.wsc
If you prefer to use sphere, I believe UOSir or UOSP are the tools you'll need. However I'm not familiar with them as I use UOX primarily.

Another method would be to export the dynamic items in shpere into a .wsc file and then freeze it with WorldForge or MulTool.

There's many ways to do it, and some are better than others.
Good luck

I use UOSP to static buildings for my shard.

To use worldforge with sphere, just make a blank text file called items.wsc (make sure file extensions are turned on). I'm not real familiar with worldforge, but I believe you .nuke type 255 the area you want to static with worldforge.

Also, with WorldForge, you can set it to "Auto" vice "type 255", and it will freeze everything that is listed in the "AutoSelect.txt" file that should be in the same directory as WorldForge (except # items)
