To edit the 'fixed' (static) buildings on a map you would need to melt them from the statics files. (assuming RunUO is used) you can use the commands: [unfreeze and [freeze
[Unfreeze and target the North West corner, then South East corner of the building. You will get message asking if you want to proceed. You can not use these commands if you are runing RunUO and your UO client from the same UO folder though.. there are plenty of topics here you can find that explain all of this in detail.

World Forge, found on the Submission thread under the Quick List of Links will do any map editing you need to an existing map.
