Exactly those 2 files. Those 2 and only those 2. While Sphere recommends that you make a sphereregion2.scp and a spheremap2.scp for your changes with a custom map you want to get rid of all the default OSI regions. I am not speculating or guessing at this, I know from experience.
Silver: Anyalyze the structure of those 2 files and you will understand what is done and how. I would bet your unmineable mountains are in the Britain region which has been defined unmineable but you are going to want to get rid of all the predefined regions and make your own. Copy the default scripts out to another directory for reference and make new blank ones. You can also use Axis to work with the regions but it is better if you learn how to do it by hand. If you have specific questions after that post them on Sphere forums and someone can probably help you or post them here and I or someone else who knows sphere can help you.
