Looks like you somehow managed to turn a mounted player into a static...
Was your map modified from an existing world or totally new?
It could be a "ghost" from a worldsave as well, meaning that if you played on a different map before and it saved a player sitting there with an error and you changed maps it would still show the error in the same spot, to include Z hight which might explain them sticking out of the ground.

Do a search thru your worldfile for that location and see what you find.
If you can single click it and get a name, use the name in the search. If you do get a name it most likely got frozen with the rest of the statics. If that is the case then just use RUNUO to melt or unfreeze the screen, "Remove" the error static and re freeze the map.

Excuse but my English is not very good. Can You teach me what need to risolve this bug?

I think the problem is in the static.

We don't use runUo, we use Sphere 0.55i.

If you use sphere, get the program called Axis. It's like PBox for RunUO. You can use it to freeze and unfreeze things from the map...
