Is it possable to freeze the building I make on my sever, For example is there a way to set the land up and everything and log on and create all the buildings then go back and Freeze with DragonSP?

Technically speaking, yes, DragonSP can freeze them as long as they are in Sphere world file format. I think UOSir can do it too, but I've not used that.
