I dont know what file it is in but i have used dragon and made a new map with photoshop and re-done the statics to my map i login with RunUO and there is random buildings and things still around the world, like a big fortress and parts of buildings, what file is this that is making these things?

Try deleting all the *.diff files in your UO folder.

i dont seem to have any .diff files in there...

Im using fully patched UO:AOS and using RunUO 1.0 all maps active.

suggest i use UOX (Never used it before)?

Woops, sorry, I think it is *diff.mul you want to delete? It has been a while since I have looked at the UO file structure.
