For those having problems with getting enough trees in the forest here's the solution.
It seems I was was focusing on the wrong script. It turns out the items.txt script that is a part of the mod 9 is set too low. So no matter how much you tweak the forest.txt it matters not since the items.txt script is the problem.
In items.txt
Change this:
01 0075 0000 0000 6143 4095 forest.txt
to this:
01 0175 0000 0000 6143 4095 forest.txt
if you still don't have enough trees, change the number even higher.
The second number is the key.
